Tupper joins ISTC as president and CEO

The Industrial Safety Training Council’s (ISTC) Board of Directors announced the appointment of Bobby Tupper as the organization’s new president and CEO serving both the Beaumont and Baytown Campuses, effective July 10.

Tupper is an Air Force Veteran who has spent the last 27 years working in the oil and gas industry. He takes on this position following the retirement of former President and CEO Cliff Brittain.

In this capacity, Tupper’s stated mission will be to spearhead the council’s continuing efforts to further strengthen and enhance the safety culture of the Southeast Texas industrial region by managing and delivering the safety and compliance programs of more than 80 owner sites across the Gulf Coast and beyond. He will also oversee ISTC’s management of the Golden Triangle Business Roundtable, as well as serve as executive director of the Southeast Texas Plant Manager’s Forum.

He is highly respected by his peers and staff,” stated Carlos Diaz, ISTC chairman of the Board of Directors. “He has built an impressive career, holding several leadership roles for Motiva. His reputation and depth of experience should prove immensely valuable in executing our continued development goals while continuing to extend a sharp focus on the safety culture throughout our region.”

I look forward to working with the team and our stakeholders throughout Southeast Texas to further enhance the safety culture of our region by streamlining operational efficiency and improving current initiatives.”

Tupper began his career in the electrical field with Allied Electric and spent the last 22 years working for Shell/Motiva, North America’s largest refinery. He worked in various roles within maintenance, including team lead, planner, scheduler, supervisor and manager. He also spent four years as a Continuous Improvement Specialist, applying Lean principles and working on multi million-dollar improvement projects across several Shell/Motiva facilities.

Tupper was part of the multi-billion-dollar Crude Expansion Project that was completed in 2012, doubling the size of the refinery. In 2019, Motiva acquired Flint Hills Chemical facility and Tupper was appointed to lead the Integration efforts. In addition to the integration project, he also led as the Maintenance Excellence Manager over his last five years at Motiva, overseeing a Maintenance Team, the Maintenance Execution Work Process, Facility Logistics, Contractor Badging, and Contractor Management. He was also noted as integral in writing, reviewing and implementing many of the site’s policies and procedures related to maintenance and safety.

Tupper lives in Bridge City with his wife, Andrea, and their son Slayton. They have an adult son, Colton, and two daughters in college, Baylee and Harlee. He and his family are active members of Bridgepoint Fellowship in Bridge City.
