TDLR awards permits to Beaumont, Port Arthur businesses

According to the Texas Department of Licensing and Regulation website, there are a host of new construction, expansion and renovation projects among established and new businesses in Beaumont and Port Arthur.

Qdoba, 8450 Memorial Blvd. in Port Arthur, was approved for a permit Feb. 17 for a tenant fix-up including a commercial kitchen, dining room and restrooms. The total lease space is 2,282 square feet with an estimated cost of $750,000. Completion is set for June 1.

Penske, 4620 College St. in Beaumont, was granted a permit Feb. 7 for a $2.1 million office remodel and addition of its service bay. The start date is June 1 and completion is set for June 1, 2027.

The Yacht Club, 410 Pleasure Pier in Port Arthur, was approved for a permit Feb. 3 for a $200,000 project to renovate the 3,000-square-foot building into a restaurant. Completion is set for April 6.

212 Therapy, 3442 Eastex Freeway in Beaumont, was granted a permit Feb. 2 for $250,000 in interior finish renovations, including flooring installation, carpentry and related nonstructural improvements in a 5,200-square-foot building. Completion is set for Feb. 8, 2027.

Also on Feb. 2, Rush Truck Center, 7055 S. Major Drive in Beaumont, was approved for a permit for renovations to offices and shop space covering 9,708 square feet. Estimated cost is $346,000 with completion set for April 30.

Spidle Oil Building, 9445 Jade Ave. in Port Arthur, received a permit for a new 10,000-square-foot building. Completion is set for Nov. 20 with an estimated cost of $1.579 million.

In January, permits were granted to several Beaumont businesses.

Novus Barbershop was granted a permit Jan. 31 to finish out 1,200 square feet in Major Plaza, 4515 N. Major Dr. Estimated cost is $266,112 with completion set for May 12.

Popeyes, 5902-B Eastex Freeway, was awarded a permit Jan. 29 to renovate more than 3,000 square feet of an existing restaurant. Estimated cost is $450,000 and completion is set for Jan. 31, 2027.

The Circuit, 4655 Calder Ave., was granted a permit Jan. 21 to update the exterior and restripe the parking lot covering 21,000 square feet. Estimated cost is $700,000 with completion set for July 1.

Baptist Hospitals of Southeast Texas Behavioral Health Center, 3250 Fannin St., was granted a permit Jan. 20 for 46,280 square feet of additions and renovations to its existing building. Estimated cost is $50.68 million, with work beginning April 30 and completion set for April 30, 2028.

Bubba’s 33, 5660 Eastex Freeway, was granted a permit for construction of a new 6,686-square-foot restaurant estimated at $750,000. The start date is May 11 and completion is set for Oct. 2.

6510 Folsom, 6510 Folsom Ave., was awarded a permit for 4,500 square feet of renovations and alterations. Estimated cost is $980,000 with completion set for July 13.

Comeaux Community Funeral Home, 3510 Sarah St., was granted a permit Jan. 5 for a new $2.088 million, 14,800-square-foot facility with chapel, visitor rooms, offices and an embalming building. Completion is set for Dec. 30.

In Port Arthur, a permit was granted to the Dollar Tree, 4101 Twin City Highway, on Jan. 26 to renovate its 11,963-square-foot building. Estimated cost is $604,000 with completion set for July 30.

Altitude Trampoline Park in Central Mall, 3100 FM 365 in Port Arthur, received a permit Jan. 15 to transform a family entertainment center into a department store space of 45,333 square feet. Estimated cost is $1 million with completion set for May 1.

In December 2025, Project United, 6001 Walden Road in Beaumont, was approved for a permit for a 116,378-square-foot building estimated at $29 million.

The project, set for completion Nov. 15, includes new concrete wall panels on a single-story building, a drive-thru van-loading canopy with support office area, and a fire pump building.

Also, the Port of Beaumont, 1200 Park St., was granted a permit for a 9,696-square-foot project to renovate an existing building. Estimated cost is $2.5 million with completion set for Sept. 1.

In November 2025, Taco Bell, 3120 MLK Jr. Parkway, received a permit to build a new 1,952-square-foot restaurant estimated at $1.1 million.

The Texas Department of Licensing and Regulation oversees construction in Texas by enforcing the Texas Architectural Barriers Act for accessibility compliance, licensing key trades such as electricians and HVAC technicians, regulating industrialized housing, and managing mold remediation licenses.

The agency ensures projects comply with ADA standards, reviews construction plans and inspects buildings.
